Description

The National Park Service is seeking a contractor to safely decommission, dismantle, remove, and transport two marine navigation structures located at Long Island in Apostle Islands National Lakeshore, Wisconsin. The structures are the Chequamegon Light Tower and the USCG Cylindrical Tower, both of which are at risk of collapse due to significant racking and structural instability. The contractor will be responsible for mobilizing marine access equipment, disconnecting and removing solar equipment, dismantling and transporting the structures to the mainland, and disposing of the non-historic cylindrical steel tower. The contractor must also ensure that all work is performed in compliance with NPS standards, federal and state regulations, and accepted marine demolition practices. • The contractor must take measures to prevent damage to historical materials and protect cultural resources. • The contractor must also prevent damage to natural surroundings and restore any damaged areas at no additional expense to the government. • The contractor will be required to provide weekly updates on progress via email to the Contracting Officer and Contracting Officer's Representative. • The contractor must comply with all applicable federal and state regulations, including those related to environmental protection and worker safety.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be in the range of $500,000 to $2 million, based on the scope of work and the complexity of the project. The contractor will be responsible for mobilizing marine access equipment, dismantling and transporting two structures, and disposing of one of the structures, which will require significant resources and expertise. The National Park Service has set aside $19 million for small business concerns, and this project is a 100% total small business set-aside, which suggests that the budget will be substantial. However, the exact budget will depend on the contractor's bid and the government's evaluation of the bid. Factors that may influence the likely payment range include the cost of mobilizing marine access equipment, the complexity of the dismantling and transportation process, and the cost of disposing of the non-historic cylindrical steel tower.
