Description

The U.S. Army Corps of Engineers, New York District is seeking information on the use of Project Labor Agreements (PLAs) for the construction of the Finderne Farms Wetland Mitigation Site in Bridgewater, New Jersey. The project involves planting trees, shrubs, and herbaceous plugs, as well as the removal and disposal of a culvert, construction of a new culvert, and installation of fencing. The project magnitude is estimated to be between $30,000,000 and $50,000,000, and the duration of construction is expected to be approximately 790 calendar days. The government is interested in determining whether the use of a PLA will achieve economy and efficiency in the completion of the project. Some key aspects of the project include: • Planting approximately 6,500 trees, 11,000 shrubs, and 18,000 herbaceous plugs • Removal and disposal of 22 linear feet of crushed 14-inch culvert • Construction of a 22 linear feet 15-inch RCP Class V culvert • Fabrication and replacement of interpretive signage • Installation of goose exclusion and deer fencing The government is seeking comments from the construction community on the use of PLAs, including information on comparable projects, labor shortages, and the potential benefits and drawbacks of using a PLA.

Budget estimate

$30,000,000 – $50,000,000

The budget for this project is estimated to be between $30,000,000 and $50,000,000, based on the project magnitude described in the document. This estimate is influenced by the scope of work, which includes planting, removal and disposal of a culvert, construction of a new culvert, and installation of fencing. The duration of construction, approximately 790 calendar days, also suggests a large-scale project with significant costs.
