REQUEST FOR PROPOSALS FOR GRANT ADMINISTRATION SERVICES

The City of High Shoals is seeking a consultant firm or individual to provide professional program administration and rehabilitation specialist services for the implementation of the Community Development Block Grant (CDBG) Neighborhood Revitalization Project. The project aims to provide housing rehabilitation to approximately 3 single-family homes within the city and the construction of one new single-family dwelling. The selected consultant will be responsible for providing administrative and rehabilitation specialist services, including preparing the Environmental Review Record, establishing a financial management system, and overseeing the performance of contracts. • The project is 100% funded by CDBG Neighborhood Revitalization funds provided by the US Department of Housing and Urban Development and the NC Department of Commerce, Rural Economic Development Division (REDD). • The total estimated cost of the project is $1,000,000. • The City of High Shoals is an Equal Opportunity Employer and encourages local, minority-owned, female-owned, Section 3, historically underutilized business, veteran-owned, and small businesses to submit proposals. • The proposal evaluation will be based on five evaluation factors, including previous rehabilitation specialist experience, ability to carry out projects on schedule, experience of the proposed Project Manager and project staff, understanding of the City's needs, and lump sum per unit or hourly not-to-exceed fee.
