Description

The Luzerne‑Wyoming Counties Mental Health & Developmental Services Office is issuing a Request for Information (RFI) to collect data from qualified providers for services funded by a 2027 federal grant. The RFI covers mental health, developmental, early‑intervention, and related services to be delivered during the calendar year 2027. Providers must submit a narrative (max 10 pages per service) plus required attachments (licenses, W‑9, cost estimates, and, where rates are not state‑set, an Interim‑Rate Calculation Workbook). Submissions are due electronically by 4 PM EST on 11 Sept 2026. A pre‑bid conference is scheduled for 26 Aug 2026. Questions must be submitted by 4 Sept 2026. The contract period is 1 year (Jan 1 – Dec 31 2027). • Federal‑funded mental health and developmental services for Luzerne & Wyoming counties. • Two separate RFIs (base‑funded and grant‑funded) – this one is the grant‑funded (ID MHDS‑081326‑02). • Required documentation: service narratives, staffing qualifications, target population, outcomes, CLAS compliance, trauma‑training certification, insurance coverage, and cost worksheets. • Mandatory electronic submission via email ([email protected]). • Pre‑bid conference (optional) on 26 Aug 2026 at 9 AM. • Award notifications expected November 2026; contracts signed via Adobe Acrobat Sign.

Budget estimate

$500,000 – $5,000,000

The solicitation does not disclose a total contract value. Based on typical county‑level federal grant allocations for comprehensive mental‑health and developmental service portfolios, a single provider could receive anywhere from a few hundred thousand dollars for a limited service line to several million dollars if covering multiple service categories across the entire county. Assuming an average cost of $150‑$300 per individual served and an estimated target population of 3,000‑10,000 individuals, the likely award range is roughly $500,000 to $5,000,000. Factors influencing the final amount include the number of service lines bid on, negotiated rates for non‑state‑set services, and the provider’s capacity to serve the full geographic area.
