Advanced Cyber Operations Prototypes (A-COP)

The Air Force Research Laboratory is seeking to develop cyber operations prototypes for transition into operational DoD platforms to facilitate superiority in the Cyber Domain. The scope of the project includes developing an assured and trusted cyber infrastructure, continually accessing and exercising command and control, maintaining continuous situational awareness, delivering effects-based defenses, and providing situational understanding. The project will focus on technologies such as cloud architectures, code analysis and evaluation, cyber modeling & simulation, decision support for cyber missions, design frameworks, evaluation & measurement techniques, formal methods, mobile and embedded device security, methods/means for non-traditional cybersecurity, methods for data security in untrusted environments, protocol development and analysis, cyber situational awareness and risk estimation, secure development tools and techniques, standards for information exchange, trusted hardware and software, virtualization, and zero trust computing. • The project will be awarded through a two-step open advanced research announcement. • The total funding for the project is approximately $949.9M. • Individual awards will not normally exceed 60 months with dollar amounts normally ranging from $10M to $50M. • The project is open to all qualified offerors who meet the requirements of the announcement. • Foreign participation is closed, but exceptions may be made for fundamental research or companies with approved mitigation plans. • The project requires compliance with various federal regulations, including export control laws and the Federal Acquisition Supply Chain Security Act.
