Intent to Sole Source - Powered Flight Program (PFP) United States Naval Academy

The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate a sole-source contract with Pray Aviation for flight training services to support the United States Naval Academy's Powered Flight Program (PFP). The program aims to introduce military procedure-based flight training and performance standards, screen students for aeronautical adaptability, and improve performance in follow-on primary flight training. The contract will be a Firm-Fixed Price (FFP) contract, and the services will be performed at the home airfield in Easton, MD. The training will be provided to 130 future aviators, consisting of three training blocks, each approximately four weeks in duration. The anticipated period of performance is 5 years, with a 12-month base period and four 12-month optional periods.
