Unified Land Development Code

The City of La Porte is seeking a consultant to rewrite its Unified Land Development Code (ULDC). The consultant will be expected to analyze the City's current development codes, develop and conduct a public engagement strategy, review regulations for the city's downtown, and draft a new ULDC. The project includes a budget of $250,000 to $270,000 and is expected to be completed by October 31, 2028. The key aspects of the project include: * Review and analysis of the City's current development codes * Public engagement strategy to inform key stakeholders and the community * Evaluation of special zoning districts * Development of a new ULDC that reflects best practices and the City's goals * Implementation plan for City staff and key stakeholders * The selected consultant will lead the project process and develop project deliverables with oversight from the Planning Manager. Some of the key deliverables include: * A report identifying issues, omissions, inconsistencies, conflicts, overlaps, redundancies, outdated provisions, and missing topics * Public engagement materials, including presentations, infographics, social media posts, and promotional graphics * A draft ULDC for review by staff and key stakeholders * A final ULDC that is accessible in multiple formats, including print and digital
