As-Needed Planning Consultant Services

The County of Los Angeles Department of Regional Planning is seeking highly qualified consultants to enter into Master Agreements with the County to perform as-needed planning consultant services for various categories, including Environmental Documentation, Historic and Cultural Preservation, Economic Development/Economic Impact Analysis, Biological Studies, Climate and Sustainability, Transportation/Parking Studies, Community Engagement, Disaster Rebuild and Long-Term Recovery, and Plans and Ordinances. The selected consultants will provide services on an as-needed basis, and the Master Agreement will be for a term of up to 5 years. The County is looking for consultants with at least 5 years of experience in the relevant category, and the selected consultants will be required to comply with the terms and conditions of the Master Agreement. Some of the key services that the consultants will be required to provide include: • Conducting research and preparing studies and technical reports • Developing programmatic CEQA analyses for long-range planning projects • Preparing environmental documents, including CEQA/NEPA documentation and public notices • Coordinating with other agencies and County departments • Assisting in communications with local, Tribal, State, and Federal agencies and partners • Preparing reports and administrative records that are adequate and legally defensible • Developing alternative project scenarios for environmental analysis • Revising and correcting errors, omissions, or deficiencies in environmental document deliverables • Publishing and circulating environmental documents • Organizing public meetings and attending and making presentations at public workshops, meetings, and hearings • Preparing outreach tools, such as surveys and informational material, to support outreach efforts • Developing summaries and graphics documenting community feedback
