PRESOLICITATION NOTICE OF INTENT TO SOLE SOURCE: F-35 JPO ACURL DEVELOPMENT

The F-35 Joint Program Office (JPO) intends to solicit, negotiate, and award a sole source contract to Lockheed Martin Aeronautics (LM Aero) for the integration of a Laboratory Intelligence Validated Emulator (LIVE) and an accredited Secret Training Network (STN) into the Australia, Canada, United Kingdom Reprogramming Laboratory (ACURL) at Eglin AFB, FL. The LIVE system will provide a full closed loop threat system representation in ACURL to validate countermeasure effectiveness and provide survivability assurance. The STN will replace an existing unsupportable network with a fully managed and accredited network at Secret classification for the training of ACURL personnel. The contractor will be responsible for procuring, delivering, and integrating the necessary hardware, software, and network infrastructure. Key features of the requirement include: • Integration of LIVE and STN into ACURL • Provision of a full closed loop threat system representation • Replacement of an existing unsupportable network with a fully managed and accredited network • 10-year sustainment package including a dedicated spares package, software licenses, and on-site technical support • Requirement for a Secret security clearance to be eligible for award
