The Federal Law Enforcement Training Center (FLETC) in Charleston, SC is procuring a design‑build construction effort for a new Trade & Cargo Academy (TCA) and an adjacent Cargo Security and Seized Property Training Facility (CSSPTF). The scope includes demolition of the existing 30,000 SF building, extensive site grading, deep‑pile (pre‑cast prestressed) foundations, flood‑resilient structural systems, new utility installations (storm‑drain, sanitary, water, electrical, telecom), interior build‑out (classrooms, auditorium, office spaces), and specialized security‑training spaces. The project must meet federal energy conservation standards, DHS security criteria, and 2021 building codes, and includes a lump‑sum contract for the pile system and overall construction. • Demolition of existing structures and removal of debris. • Deep‑foundation system using 14‑in. square precast piles driven to ~72 ft with dynamic/static testing. • Construction of two new facilities (≈28,400 SF TCA and 5,985 SF CSSPTF) with flood‑resilient design, HVAC, electrical, and security systems. • Full compliance with federal energy, safety, and DHS security requirements.
