Description

This competitive grant program, funded by the State of Illinois through the Illinois Community College Board, seeks to expand English as a Second Language (ESL) capacity for adult education providers serving asylees, refugees, and migrants during FY27. Up to $750,000 is available for the fiscal year 2025 (January 1 – December 31, 2025) and is expected to fund roughly 35 awards. Recipients must be current ICCB‑funded Title II Adult Education and Literacy programs and will use the funds to hire qualified ESL instructors, provide technology for remote learning, and deliver wrap‑around support services to improve language acquisition and integration outcomes for newcomers. No cost‑share is required, and indirect costs are allowable under GATA. Applications are accepted on a one‑time basis; extensions are not permitted.

Budget estimate

$15,000 – $30,000

The total funding pool is $750,000, and the agency anticipates awarding approximately 35 grants. This suggests an average award size of about $21,400. Because grant sizes can vary based on applicant need and project scope, a reasonable estimate ranges from $15,000 for smaller community programs up to $30,000 for larger providers with extensive technology and staffing plans. Factors influencing the final amount include the number of learners served, the breadth of wrap‑around services proposed, and the cost of qualified ESL instructors in the region.
