OPC S26039 Hagerstown Light Rate Case

The Maryland Office of People's Counsel is seeking consulting services for the Hagerstown Light Department's rate case. The selected consultant will provide technical expertise and support to the Office of People's Counsel in the Maryland Public Service Commission case. The scope of work includes providing consulting services related to the rate case, and the consultant must be able to maintain confidentiality due to the pending litigation. The evaluation criteria include technical expertise, quality of issue or policy identification, and price. • The consultant must be registered with the Maryland State Department of Assessments and Taxation as a business licensed to conduct business in Maryland. • The consultant must sign certain State of Maryland affidavits regarding campaign contributions, drug policy, payment of taxes, debarment, discrimination, etc. • The contract will be awarded based on the written proposals received, and the Office of People's Counsel reserves the right to cancel the RFP, accept or reject any and all proposals, and conduct discussions with all qualified or potentially qualified offerors.
