Description

The University of Connecticut seeks a qualified architecture/engineering firm to provide comprehensive planning services that advance resilience recommendations for the West Beach, Coral Sands, and Pilots Point neighborhoods in Westbrook, CT. The work includes forming and coordinating a Project Advisory Committee, developing an EPA‑approved Quality Assurance Project Plan, and delivering technical studies, feasibility analyses, conceptual designs, permitting pathways, and funding guidance for dune management, road elevation, and storm‑water improvements. Deliverables consist of reports, maps, design concepts, cost estimates, and a final feasibility package, all coordinated with the Long Island Sound Resilience Planning Support Program and local stakeholders. • Form and manage a Project Advisory Committee (PAC) and conduct regular stakeholder meetings. • Draft, submit, and obtain EPA approval for a Quality Assurance Project Plan (QAPP). • Perform technical services: data review, community engagement, feasibility studies, 30 % design concepts, permitting analysis, and funding strategy for three priority resilience projects. • Provide final deliverables (reports, maps, design concepts, cost estimates) to the awardee, PAC, regional SRC Extension Professionals, and UConn.

Budget estimate

$50,000 – $120,000

The solicitation notes a total funding pool of approximately $450,000 for up to four Connecticut awardees, with historical award sizes ranging from $35,000 to $115,000 per project. Given the 18‑month scope, the need for multidisciplinary expertise, and the inclusion of design, permitting, and funding analysis, a realistic award for this specific project would likely fall between $50,000 and $120,000, depending on the vendor’s proposed cost structure and the level of effort required for each task.
