Estate Mount Pleasant - Construction of Seven (7) Single Family Residential Units

The Virgin Islands Housing Finance Authority (VIHFA) is soliciting proposals from qualified and licensed General Contractors to construct seven (7) single-family residential units at Estate Mount Pleasant, St. Croix, U.S. Virgin Islands. The project includes site work, foundations, cistern/septic systems, complete building construction, and all associated utilities. The contractor will be responsible for coordinating with public utility companies for connections. A mandatory pre-proposal conference and site visit will be held on February 24, 2026. The contract will be awarded using a Best Value determination, considering technical merit, experience, durability, schedule, accessibility compliance, and price. • The project requires the construction of seven single-family homes, each with 3 bedrooms and 2 bathrooms. • The contractor must follow the approved construction drawings and specifications. • The contractor is responsible for clearing and grubbing activities, which must comply with applicable permitting requirements and environmental regulations. • The contractor must coordinate with WAPA for electrical connections. • The project has a deadline of 365 calendar days for completion. • The contractor must attend the mandatory pre-proposal conference and site visit. • The contract will be awarded based on the best value determination, considering factors such as technical merit, experience, and price.
