Description

The Kern County Superintendent of Schools, in partnership with the California Commission on Teacher Credentialing, seeks a qualified firm to design and execute a comprehensive, three‑year evaluation of two major educator‑recruitment programs: the Student Teacher Stipend Program (STSP) and the National Board for Professional Teaching Standards Certification Grants Program (NBPTSCGP). The contractor will develop an evaluation plan, collect and analyze quantitative and qualitative data, produce quarterly progress reports, and deliver a final legislative report by July 1 2029. The effort is funded up to $800 k and requires a California‑based office, extensive experience in large‑scale education evaluations, and the ability to manage longitudinal data securely. • Develop and implement a detailed evaluation framework, data‑collection strategy, and analysis methodology for both programs. • Conduct surveys, interviews, and focus groups with participants, and coordinate with state education databases while ensuring privacy compliance. • Provide quarterly status reports and a final comprehensive evaluation report, including actionable policy recommendations, visual dashboards, and compliance with Education Code 44400.03(c).

Budget estimate

$600,000 – $800,000

The RFP caps the total contract value at $800,000 for the three‑year period. Considering typical overhead, sub‑consultant costs, and the need for a California‑based office, a realistic award range would be between $600,000 and the full $800,000 ceiling. The lower bound reflects a lean operation that still meets all deliverables; the upper bound assumes a fully staffed, data‑intensive approach.
