Request for Proposals (RFP) for Project Management Services - Soquel Drive Multimodal Project (Soquel 2)

The County of Santa Cruz is seeking a qualified firm to provide project management services for the Soquel Drive Multimodal Project. The project aims to implement multimodal transportation improvements along the urban Soquel Drive corridor, enhancing pedestrian and bicycle safety, accessibility, and connectivity while improving overall travel operations. The selected consultant will be responsible for providing professional project management services, including project controls and administration, Caltrans compliance, procurement and contracting support, technical and design coordination, environmental and permitting interface, and right-of-way and easements management. The contract term is expected to be for three years from the date of approval. Key components of the project include: • Bicycle and Pedestrian Facilities: Construction of Class II and IV bikeways, sidewalk reconstruction, and ADA curb ramps. • Traffic Operations: Transit signal priority and adaptive corridor traffic control. • Roadway and Drainage: Resurfacing, restriping, lighting upgrades, and BMP-based drainage improvements. • Retaining and Aesthetic Treatments: Retaining features, textured finishes, color variation, and landscape plantings. The consultant should have experience in similar project management services, including managing projects with multiple stakeholders, coordinating with regulatory agencies, and ensuring compliance with federal and state regulations.
