PN 946, Division Street Realignment and Intersection Improvements

The City of Palmdale is seeking a qualified consultant to provide comprehensive civil and traffic engineering design services, along with public outreach, for the realignment of Division Street between Avenue Q and Palmdale Boulevard. The scope includes surveying, utility coordination, geotechnical analysis, drainage and hydrology studies, traffic impact analysis, signal optimization, greenbelt design, preparation of construction‑ready drawings and specifications, obtaining Caltrans encroachment permits, and supporting construction engineering. The consultant will also develop and execute a public‑outreach plan with multiple community meetings. • Deliver full‑service design (pre‑design, preliminary, and final) for a roadway realignment project, covering survey, utilities, geotech, drainage, traffic, and roadway geometry. • Provide public‑outreach documentation and conduct at least three community meetings (two in‑person, one virtual). • Coordinate Caltrans encroachment permits, utility agencies, and City staff; optionally supply up to 120 hours of on‑site construction engineering support.
