Emergency Solutions Grant Fiscal Year 2026 / Program Year 2027

The Ramsey County Housing Stability Department is soliciting proposals from qualified organizations to become Emergency Solutions Grant (ESG) sub‑recipients (“Responders”) that will deliver a suite of homelessness‑related services across Ramsey County for FY 2026/Program Year 2027. The selected Responders must be capable of providing street outreach, emergency shelter, rapid rehousing, and homelessness prevention services in coordination with HUD and local agencies. This is a competitive RFP that will award multiple sub‑contracts to meet the county’s ESG objectives. • Scope includes Street Outreach, Emergency Shelter, Rapid Rehousing, and Homeless Prevention. • Responders must be able to manage HUD‑compliant reporting and financial oversight for ESG funds. • Multiple contracts will be awarded; each responder will receive a portion of the overall grant budget.
