Description
The Commonwealth of Massachusetts intends to award up to $2.4 million in Federal Fiscal Year 2025 National Criminal History Improvement Program (NCHIP) funds to improve criminal‑history disposition matching and replace outdated Livescan fingerprint devices with palm‑print‑enabled units. The award will support a multi‑year effort (Oct 2026‑June 30 2029) to upgrade data quality, system infrastructure, business processes, auditing, training, and staffing, while deploying modern biometric hardware across law‑enforcement and criminal‑justice agencies. Contractors will be expected to deliver system design, integration, data‑quality improvement services, training, and hardware procurement/installation.
• Improve disposition matching for fingerprint‑supported arrests linked to court outcomes.
• Upgrade criminal‑history data systems, business processes, auditing, and training.
• Deploy palm‑print‑enabled Livescan devices to agencies statewide.
