The Department of the Navy, Southwest Regional Maintenance Center, is seeking an exception to fair opportunity for a contract to repair the Flight Deck Thermal Spray Nonskid on the USS MAKIN ISLAND (LHD-8) during its Fiscal Year 2026 Continuous Maintenance Availability. The scope of work includes repairing a minimum of 400 square feet of nonskid, with growth potential to 500 square feet. The estimated value of this requirement is based on the Independent Government Estimate (IGE) from the SWRMC Ship Building Specialist. The period of performance for this work is from 02 March 2026 to 10 April 2026.
• The contract will be awarded on a sole-source basis to South Coast Welding and Manufacturing (SCW&M) due to the urgency of the need and the fact that SCW&M is already in position to complete the scheduled availability with support services already on contract.
• The work is highly specialized and requires technical continuity, making it necessary to utilize the incumbent contractor to maximize efficiency and ensure timely completion of critical repairs.
• The Government estimates that awarding this new work to the current contractor will generate cost savings of approximately $31,518.00 due to the established crane, forklift services, air compressors, power, drain & disposal services, and personnel already in place for the basic work under the S001 CMAV.
