Description
The State of Hawaii Department of Health is seeking a vendor to install a StarLink Mini satellite terminal on the roof of an EMS ambulance. The system must be hardwired to the ambulance's 12V timed accessory bus for persistent, ignition-independent power. A County-supplied mobile router will provide AT&T FirstNet (Band 14) cellular connectivity with seamless automatic failover to StarLink when cellular service is unavailable. The solution must require no manual user interaction for operation.
• The vendor must provide all required router mounting hardware, a slim, low-profile 4G/5G roof-mounted cellular antenna compatible with the provided router, and all necessary antenna cabling, connectors, and mounting hardware.
• The StarLink Mini must be installed using the provided Slim Roof Mount on the ambulance box roof with an unobstructed sky view.
• The antenna must be installed on the cab roof to maintain a low vehicle profile and minimize interference with StarLink.
• All mounts and penetrations must be sealed using automotive- or marine-grade polyurethane sealant.
• The vendor must confirm StarLink acquisition and performance, simulate cellular outage to verify automatic failover to StarLink, restore cellular and verify automatic fallback, test power persistence timing after vehicle shutdown, and visually inspect and verify integrity of all roof penetrations and seals.
