Description

The California Department of Veterans Affairs is seeking a qualified California‑registered small or micro business to provide comprehensive water testing, analysis, treatment, and related emergency/repair services for the Veterans Home of California in Redding. The contractor must operate a certified laboratory, perform routine and emergency water quality testing, maintain a legionella control program, supply chemicals, and conduct preventive maintenance on cooling‑tower, chilled‑water, heating‑hot‑water, water‑softener, and chemical‑feed equipment. The work includes quarterly assessments, semi‑annual coliform testing, annual cooling‑tower cleaning, rapid emergency response (2‑hour repair, 48‑hour chemical delivery, 6‑hour legionella sampling), detailed reporting, and compliance with state and federal regulations. • Perform water testing and analysis for multiple systems, including legionella monitoring and corrosion‑coupon testing. • Provide emergency chemical delivery, emergency repair response, and on‑site technical support within strict timeframes. • Supply certified laboratory services, necessary chemicals, sampling supplies, and detailed reporting in accordance with California water quality regulations. • Maintain required licenses, certifications, and insurance (general liability, professional liability, automobile, pollution, workers’ compensation). • Meet all contractual requirements for documentation, record‑keeping, and DVBE/disabled‑veteran considerations.

Budget estimate

$1,000,000 – $3,000,000

The solicitation provides an hourly “Repair Hourly Rate” of $30,000, but detailed unit rates are not disclosed. Assuming a modest workload of 100 hours of repair/maintenance per year plus routine quarterly testing and annual services, the contract could range between roughly $1 million and $3 million over the three‑year term. Factors influencing the estimate include the volume of emergency repairs, chemical delivery volumes, and the extent of legionella monitoring required.
