CONSULTANT SERVICES TO MANAGE THE CLOSEOUT OF PROJECTS FUNDED BY THE ARPA

The County of Mercer is seeking a qualified consultant to manage the closeout of projects funded by the American Rescue Plan Act (ARPA). The consultant will ensure all projects comply with federal requirements, county policies, and reporting obligations. The scope of work includes project closeout management, compliance and documentation, reporting, and technical assistance and coordination. The consultant will provide a closeout management plan, completed project closeout files, a final compliance report, and training or debriefing sessions for county staff. Key aspects of the job include: • Reviewing all ARPA-funded projects to confirm completion status, deliverables, and compliance • Coordinating with county departments and subrecipients to ensure all documentation is finalized and properly archived • Verifying that all expenditures are eligible and properly recorded • Assisting with the reconciliation of project budgets and the return or reallocation of unspent funds • Preparing and submitting quarterly and final reports required by the U.S. Department of the Treasury • Providing periodic status updates to the county's administration The ideal respondent will have proven experience managing or closing out federally funded projects, familiarity with 2 CFR Part 200 (Uniform Guidance) and Treasury's Compliance and Reporting Guidance, and strong knowledge of financial management, grant compliance, and audit preparation.
