PRESOLICITATION NOTICE OF INTENT TO SOLE SOURCE: F-35 JPO IFED Modification

The F-35 Joint Program Office (JPO) intends to solicit, negotiate, and award a sole source contract to Lockheed Martin Aeronautics (LM Aero) for the modification of the In-Line File Encryption Device (IFED) software. The software update will use government-mandated Quantum Resistant algorithms to facilitate the verification of all signed code inside the IFED equipment. The contractor will be responsible for testing and integration of the modified code, and must verify that the software update can be applied in the field without opening the enclosure. • The contract will be awarded under the authority of Federal Acquisition Regulation (FAR) 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. • The proposed North American Industry Classification System (NAICS) code for this acquisition is 336411, Aircraft Manufacturing. • Potential offerors must have secret security clearance to be eligible for award. • The F-35 JPO will consider all capability statements received within 15 days after the date of publication of this pre-solicitation notice.
