NASA Launch Services II (NLS II) 2026 On-Ramp

The NASA Launch Services II (NLS II) 2026 On-Ramp solicitation is seeking proposals from domestic launch service providers to furnish launch services for NASA and NASA-sponsored payloads on an indefinite delivery/indefinite quantity (IDIQ) basis. The contract will have a maximum potential value of $15,000,000,000 and will extend through June 30, 2032. Proposers must demonstrate their ability to meet the minimum contract requirements, including launch vehicle certification, technical approach, management approach, and past performance. The evaluation criteria will include technical acceptability, price, and past performance. • The contract will require the launch service provider to deliver a 250kg payload to orbit at an altitude of 200km and a launch inclination of 28.5 degrees. • The provider must be a domestic launch service provider and must be AS9100 certified by the date of contract award. • The contract will have a guaranteed minimum value of $20,000 and a maximum potential value of $15,000,000,000. • The ordering period of the IDIQ contract will extend through June 30, 2032. • Proposers must submit their proposals by May 15, 2026. • The Government reserves the right to award one or more contracts for IDIQ launch services resulting from this solicitation.
