The State of Maine Department of Environmental Protection is seeking to establish a pre-qualified vendor list for natural resource damage assessment and restoration (NRDAR) services. The selected vendors will provide services including wetlands specialization, injury determination, restoration, NRDAR expertise, and NRDAR calculations. The contract term is expected to be 6 years, with services to be provided on an as-needed basis. The proposal should include a cost proposal, qualifications and experience, and a description of the methods and resources to be used.
• The proposal should be submitted in three files: preliminary information, organization qualifications and experience, and cost proposal.
• The cost proposal should include a hypothetical cost scenario for a 10,000-gallon discharge of diesel onto a tidal river in Augusta, Maine.
• The proposal should include a description of the collection method to be used, a cost breakdown for assessing damages, and a list of staff to be assigned to the project with their qualifications.
• The State of Maine reserves the right to reject any and all proposals or to make multiple awards.
• The selected vendors will be required to execute a State of Maine Service Contract or Master Agreement with appropriate riders as determined by the Department.
