Description

The U.S. District Court for the Southern District of Georgia is seeking a qualified provider to deliver sex‑offender treatment services—including evaluations, individual counseling, and group counseling—to defendants and persons under supervision in the Statesboro catch‑area (Bulloch, Screven, Jenkins, Emanuel, Candler, and Evans counties). The contract will be a Blanket Purchase Agreement (BPA) with an initial 12‑month term starting October 1 2026 and up to four optional 12‑month extensions (maximum 60 months). Providers must maintain a physical treatment site within the catch‑area, be able to offer counseling until 7 p.m. one night per week or Saturday mornings 9 a.m.–12 p.m., and meet strict licensing, staffing, and confidentiality requirements. Proposals are due September 18 2026 (4:00 p.m. EST) via email; questions are submitted by email with no deadline specified. Evaluation will be based on technical acceptability and lowest price; up to two vendors may be awarded the BPA. • Services: Sex‑offense evaluation (5012), individual counseling (6012, ~15 sessions/month), group counseling (6022, 30‑minute sessions). • Location: Physical site required in any of the six listed Georgia counties. • Timeline: Issue date 09/04/2026; proposal deadline 09/18/2026; performance start 10/01/2026; base term 12 months, optional extensions up to 48 months. • Submission: PDF email to [email protected], subject line must include solicitation number. • Evaluation: Technical compliance first, then lowest total evaluated price. • Mandatory qualifications: Master's or doctoral‑level licensed mental‑health practitioner, use of validated risk‑assessment tools, adherence to ATSA standards, ability to provide tele‑health and on‑site services, no staff with criminal history. • Contact: Cassandra Nichols‑Barrett, (912) 650‑4161, [email protected].

Budget estimate

$200,000 – $500,000

Based on the estimated monthly quantities (1 evaluation, 15 individual counseling sessions, and an unspecified number of group sessions) and typical federal reimbursement rates for similar behavioral‑health services, the annual spend is likely in the low‑to‑mid six‑figure range. Assuming an average unit price of $150 for each evaluation and $80 per 30‑minute counseling session, plus $20 per group session, the yearly cost would be roughly: (1 × $150 + 15 × $80 + ~10 × $20) × 12 ≈ $200,000. Including administrative fees, travel, and potential option years, the total contract value could rise to about $500,000 over the full 5‑year maximum term. Thus, a realistic budget estimate for a vendor winning the base year is $200k–$500k, depending on actual unit prices and service volume.
