The City of Salinas seeks a qualified 501(c)(3) nonprofit (or governmental entity) to operate its Financial Empowerment Center (FEC), providing free, bilingual one‑on‑one financial counseling to low‑ and moderate‑income residents. The provider must recruit, train, and supervise certified counselors, collect and report data via the FECBOT system, and partner with local agencies for outreach and integrated services.
