Park Water Treatment Plant PFAS Study 1

The City of Salisbury seeks qualified engineering firms to conduct a comprehensive PFAS investigation for the Park Water Treatment Plant. The scope includes capture‑zone analysis, groundwater‑flow modeling, design of a monitoring‑well network, evaluation of PFAS treatment technologies, and feasibility studies for up to three alternate plant sites. Deliverables consist of technical memoranda, GIS and CAD data, cost estimates, and an implementation plan. • Perform capture‑zone and particle‑tracking analysis for 1‑, 5‑, 10‑, 20‑year travel times. • Build and calibrate a MODFLOW (or equivalent) groundwater model and produce GIS layers of contributing areas. • Design a monitoring‑well network, evaluate Granular Activated Carbon, ion‑exchange, reverse‑osmosis, and emerging PFAS treatment options, and provide lifecycle cost estimates. • Assess up to three alternate plant locations (flood‑plain, dam‑break risk, utilities, land ownership) and recommend a preferred site with planning‑level layouts. • Deliver a final technical report and phased implementation schedule.
