The U.S. Navy is issuing a solicitation for the design, manufacture, testing, certification, and delivery of a special‑emphasis Subsafe/Non‑Level I valve (Restrictor CH) for use in a critical shipboard system. The contract requires strict compliance with numerous military and industry specifications, serial‑number traceability, non‑destructive testing, hydrostatic and operational testing, welding/brazing qualifications, and a one‑year warranty. Delivery must occur within 365 days of contract award, and all certification data must be submitted via the Wide Area Workflow (WAWF) system for Navy inspection. The contractor must maintain an ISO‑9001 quality system (or equivalent) and be prepared for government source inspections and potential engineering change proposals. • Provide valve(s) meeting Subsafe/Non‑Level I requirements (NSN, serial‑numbered, marked per MIL‑STD‑792). • Submit certificates of compliance, test reports, welding procedures, and qualification data. • Follow specified standards (MIL‑STD‑1949, MIL‑I‑6868, ASTM‑E1417/E1444, SAE‑AMS‑2154, etc.). • Use ECDS/WAWF for data and invoicing; warranty of one year from delivery. • Perform inspections per ANSI/ASQ‑Z1.4 sampling plan; zero‑defect acceptance. • All work subject to DPAS “DO” rating and Emergency Acquisition Flexibilities.
