Description

The Navy seeks a contractor to repair, upgrade, test, and certify discrete I/O modules (NSN 1709973A, part number 7RH 1680 015881640) in accordance with MIL‑STD‑130, applicable drawings, and repair manuals. The work includes disassembly, cleaning, inspection, component repair or replacement, reassembly, and functional testing to return the units to a Ready‑For‑Issue (RFI) condition. All repairs must be performed at the contractor’s facility in Phoenix, AZ, and the contractor must maintain quality, configuration management, and documentation per ISO‑9001/AS9100 standards. The contractor is also responsible for supplying all necessary parts and materials unless specifically identified as government‑furnished. • Scope covers overhaul, repair, upgrade, testing, inspection, and acceptance of discrete I/O modules. • All work must comply with MIL‑STD‑130 markings, IPC/EIAJ‑STD‑001C (if MIL‑STD‑454 referenced), and the contractor’s quality system (ISO‑9001/AS9100). • Contractor must manage parts control, perform incoming inspection, and maintain configuration management documentation; any changes to repair manuals or parts require PCO approval. • The contract includes provisions for Beyond Economic Repair (BER), Missing on Induction (MOI), and Over‑and‑Above Repair (OAR) with required DCMA approvals. • Delivery location is Phoenix, AZ; the contractor must provide secure storage and proper packaging per MIL‑STD‑2073.

Budget estimate

$50,000 – $200,000

The contract involves repair and testing of discrete I/O modules, each potentially costing $5,000–$15,000 in labor, parts, and testing. Assuming a modest volume of 10–20 modules, the total contract value could range from roughly $50,000 to $300,000. Overhead, quality‑system compliance, and potential BER/OAR adjustments could push the high end higher, but a realistic estimate is $50 k–$200 k.
