Description
Pittsburgh Regional Transit (PRT) is seeking a qualified Small Business Enterprise (SBE) consultant to provide on‑demand consulting services supporting its SBE/DBE programs. The work will be performed on a task‑order basis and will include preparation of federal DBE semi‑annual reports, state DB participation reports, development of FY 27‑29 and FY 30‑32 triennial goals, updating the DBE program plan, audit‑related corrective actions, and ongoing regulatory monitoring. The contract is a three‑year, fixed‑price agreement with the possibility of two one‑year extensions, and proposals must be submitted electronically by the extended deadline.
• Core deliverables: DBE/Federal reporting, state reporting, goal‑setting methodology, program‑plan review, audit remediation, regulatory advice.
• Contract terms: $50/hr hourly‑rate cap (unless approved), 5 % annual rate escalation, no markup on expenses, monthly progress reports, and mandatory DB/DBE good‑faith effort documentation.
