Description

Pierce County is soliciting proposals from eligible nonprofit or public‑sector organizations to deliver a suite of youth behavioral‑health services—including social‑emotional skill building, peer mentoring, family engagement, screening, referral, and violence/substance‑use prevention—for youth 25 years or younger. Up to ten contracts will be awarded, each capped at $100,000, with total funding of approximately $750,000. Services must be provided during the fiscal year 2027 (Jan 1 – Dec 31 2027) and must meet strict confidentiality, data‑reporting, and staff‑qualification requirements. Applicants must have previously applied (unsuccessfully) to related county tax‑funded RFPs and hold a Washington State business license and federal tax ID. The contract is performance‑based, with required SMART objectives and measurable outcomes. • Target population: youth ≤ 25 years, especially those facing mental‑health, trauma, or substance‑use challenges. • Core services: skill development, peer support, family engagement, screening & linkage, violence & substance‑use prevention. • Funding limits: ≤ $100 k per award, total ≈ $750 k. • Contract period: Jan 1 2027 – Dec 31 2027 (no extensions). • Mandatory qualifications: prior unsuccessful applicant status, state business license, federal EIN, staff background checks, HIPAA/42 CFR Part 2 compliance. • Deliverables: data reporting, performance metrics, pre/post behavioral health assessments.

Budget estimate

$50,000 – $100,000

The total procurement budget is about $750,000, split among roughly ten awardees with a maximum of $100,000 per contract. Because the County caps each award at $100k and expects a range of project scopes, a realistic earnings window for a successful bidder is between $50,000 (smaller community‑based program) and $100,000 (full‑scale service delivery). The lower bound assumes a modest staff and limited service hours, while the upper bound reflects a larger outreach effort covering multiple sites and more intensive staffing.
