The State of New York, through its Office of General Services, is seeking a qualified consultant to operate and maintain a statewide Job Order Contracting System (JOCS) for multiple state agencies. The contract is a best‑value award with an estimated base value of $2 million and a three‑year term, with two optional one‑year extensions. The consultant will be responsible for delivering a comprehensive unit‑price book, software platform, training, technical support, and ongoing system administration. • Develop and maintain a 20,000‑line‑item unit‑price book and associated technical specifications. • Provide a web‑based JOC management information system, including system upgrades, reporting, and integration with existing agency forms. • Deliver training, on‑site support, and continuous technical assistance for OGS staff and subcontracted contractors. • Manage procurement support, bid preparation, and coordination of work‑order packages throughout the contract term. • Ensure compliance with NYS statutes (MWBE, EEO, tax, Iran Divestment, etc.) and maintain required insurance coverage.
