Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) Presolicitation Notice

The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is seeking proposals for Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) services. The contract will be a multiple-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) vehicle, with a minimum contract value of $3,000 and a maximum contract value of $1,400,000,000. The services will be provided to the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)). The contractor will be required to provide research, engineering, and technical support services in accordance with the IDIQ Performance Work Statement and other requirements listed in the document. The contract will have a period of performance from August 1, 2026, to July 31, 2031. • The contract will be competed as a Total 100% Small Business Set Aside under NAICS Code 541715, Research and Development in the Physical, Engineering, and Life Sciences. • The contractor will be required to provide supplies and services in accordance with the IDIQ Performance Work Statement and other requirements listed in the document. • The contract will include provisions for payment, invoicing, and contract administration. • The contractor will be required to comply with various federal regulations and clauses, including those related to nondisclosure of sensitive and/or proprietary data, government property, and authorized changes.
