The County of Mecklenburg is seeking a consultant to assist in establishing a new Office of Housing and Community Development (HCD) to strengthen coordination, improve operational alignment, and enhance the delivery of housing and community development initiatives across the organization. The selected consultant will assist the County in evaluating the current organizational environment and developing recommendations regarding department structure and leadership, staffing and operational alignment, strategic planning and implementation, program administration and workflow design, interdepartmental coordination, community engagement, funding and grant alignment, and long-term operational sustainability. • The consultant will provide comprehensive organizational development and implementation support services. • The consultant will develop a modern and sustainable organizational structure for the HCD. • The consultant will provide clearly defined leadership and reporting relationships. • The consultant will ensure efficient alignment of staff, resources, and programs. • The consultant will develop a comprehensive implementation roadmap. • The consultant will improve interdepartmental coordination and communication processes. • The consultant will define operational processes and procedures. • The consultant will identify staffing and resource gaps. • The consultant will develop a sustainable strategic planning framework. • The consultant will improve service delivery to residents and stakeholders. • The consultant will ensure operational readiness for launch and long-term sustainability. • The consultant will develop measurable performance indicators and accountability structures.
