Request for Proposals: Midland-Washington Redevelopment Opportunity Plan

The City of Grants Pass and its Urban Renewal Agency (URA) are seeking a consultant to prepare a mixed-use redevelopment plan and commercial market study for approximately eight acres of URA-owned property. The plan should include a robust public engagement initiative and result in a shared, long-term vision for the site. The selected consultant will work with the City and URA to prepare an Opportunity Plan that will be integrated into the Grants Pass Comprehensive Community Plan. Key considerations include: • Demonstrated experience in community engagement and public involvement projects • Experience in preparing commercial market and feasibility studies • Technical qualifications of the consultant team • Ability to implement and deliver a written redevelopment plan and commercial study on time and within budget • Project understanding, approach, and application to the City and URA's project goals
