Description

The City of Alexandria is seeking qualified vendors to supply new, factory‑built, mineral‑oil‑filled, self‑cooled three‑phase pad‑mount transformers ranging from 75 kVA to 2 500 kVA for a 12‑month inventory stock. The transformers must meet ANSI and NEMA standards, include internal fault detectors, be fully tested, and be shipped FOB freight‑prepaid to the city’s central warehouse. The award will be made to the lowest priced bidder that can meet a 10‑12‑week delivery window; if the low‑bidder cannot meet the window, the next lowest compliant bid will be considered. Bid bonds and performance bonds will be required, though percentages are not specified. The contract is for supplies only, with a warranty of one year from installation or 18 months from delivery. • Supply of 75‑2 500 kVA mineral‑oil, self‑cooled pad‑mount transformers (quantity to be determined). • Must meet ANSI C57.12 series, ASTM, NEMA, and include full test reports and internal fault detection. • Delivery “reasonable” = 10‑12 weeks after award, FOB freight‑prepaid to 2021 Industrial Park Rd., Building WH, Alexandria, LA 71303. • Evaluation: lowest price that satisfies the delivery window; bonds required; warranty 1 yr/18 months. • No construction work, only supply; tax‑exempt status for the city; AFEAT minority‑business participation encouraged.

Budget estimate

$2,000,000 – $10,000,000

The solicitation does not disclose a budget, but a typical three‑phase pad‑mount transformer in the 75‑2 500 kVA range costs between $20 000 and $250 000 each. Assuming the city’s inventory stock could include roughly 10–40 units across the size spectrum, the total contract value is likely in the $2 million to $10 million range. This estimate reflects unit cost variation, freight, testing documentation, and the required warranty.
