Virginia’s Department of Transportation is seeking a qualified design‑build team to deliver the Culpeper Bundle, a five‑element roadway improvement package that includes four roundabout conversions, one hybrid roundabout, and a sidewalk extension in Culpeper County and the Town of Culpeper. The contractor must provide full‑service design, engineering, construction, right‑of‑way acquisition, utility coordination, environmental compliance, and construction‑phase management under a two‑phase best‑value procurement. The contract is fully funded (≈ $60 M) and will run from award (anticipated 03/16/2027) through final completion (08/07/2031).
• Scope: design, permitting, construction, QA/QC, and project management for five roundabout/sidewalk projects (single‑lane, hybrid, and multi‑lane configurations).
• Mandatory team: Design‑Build Project Manager (employee), Quality Assurance Manager (licensed PE, independent), Design Manager (licensed PE), Construction Manager (full‑time on‑site, with VDEQ RLD and VDOT ESCCC‑QP certifications).
• Evaluation: 20 % Team Structure, 40 % Team Experience, 40 % Project Risk (total 100 %).
