Description

The Department of Veterans Affairs is seeking a contractor to provide community-based residential treatment and case management for the Southeast Louisiana Veterans Healthcare System in New Orleans, Louisiana. The contractor will be expected to provide a 25-bed capacity and maintain a therapeutic environment for veterans. The program will function primarily as transitional recovery housing with structured therapeutic programming, while veterans engage in community reintegration activities such as employment. The contractor will be responsible for providing all counseling and clinical services within the per diem rate and will not be able to bill the patient's VACCN insurance coverage separately. The contractor will also be responsible for transportation to VA appointments. Some key points to note include: • The facility must be located within 15 to 20 miles of the VA in New Orleans. • The contractor must maintain a therapeutic environment by housing all patients in the same facility. • The contractor must provide an active affiliation with a dual diagnosis 12-step Program organized according to Alcoholics Anonymous and Narcotics Anonymous as minimum therapeutic programming required. • The VA provides all medical, psychiatric, and pharmacy services, and the contractor is not expected to provide these services onsite. • The contractor will be paid strictly based on utilized bed days of care.

Budget estimate

$1,000,000 – $3,000,000

To estimate the budget for this opportunity, we need to consider the number of beds and the average length of stay. The contractor is expected to provide a 25-bed capacity, and the average length of stay for the past 12 months was 26.5 days. Assuming an average daily rate of $200 per bed, the total budget for a year could be around $1.8 million (25 beds * 365 days * $200 per bed / 2, since not all beds may be occupied at all times). However, this is a rough estimate and the actual budget could be higher or lower, depending on various factors such as the actual daily rate, occupancy rates, and the contractor's ability to provide services efficiently.
