Project-Based Voucher Request for Proposal

The Stanislaus Regional Housing Authority is seeking proposals for project-based vouchers (PBVs) to support the development of affordable housing in the region. The authority is making available up to 90 PBVs, which can be used to support new construction or existing affordable housing projects. Proposals will be scored based on a range of criteria, including the project's ability to create housing opportunities for top applicants on the Housing Choice Voucher waiting list, the extent to which the project creates additional non-PBV affordable units, and the project's financial feasibility. • The proposal must include a detailed project description, a project budget, and a plan for how the project will be managed and operated. • The authority is prioritizing projects that demonstrate a commitment to community engagement and that have a strong potential for creating positive outcomes for residents. • The authority is also prioritizing projects that are located in areas with high levels of poverty and that have limited access to affordable housing. • The proposal must include a completed STAN REGIONAL Underwriting Tool and a full project proforma. • The authority may require the applicant to update the project proforma with additional information after submission.
