The City of Salina is seeking a qualified contractor to design‑build a new scale‑house building and full entrance improvements at its municipal solid‑waste landfill site. The scope includes demolition of the existing scale house and truck scale, extensive earthwork, pavement, curb, utility coordination, installation of two truck scales with foundations and catwalks, construction of a fully‑fitted scale‑house building, and site‑wide storm‑water, erosion‑control, fencing, and landscaping works. The contract is firm‑unit‑price, with substantial completion required by 31 Dec 2026 and final completion (including seeding) by 3 May 2027. • Demolition, grading, structural fill, and new concrete pavement (~200,000 SF total) • Construction of a new scale‑house building (architectural, structural, mechanical, electrical, plumbing) and two truck‑scale systems (foundations, approach slabs, catwalks) • Installation of utilities (water, sewer, 30 kV power, conduit for future fiber) and site improvements (remote‑operated gate, bollards, wheel stops, signage, fencing, seeding) • Comprehensive SWPPP compliance, storm‑water drainage, erosion‑control, and safety/quality‑control requirements • Firm unit‑price bid, 5 % bid bond, performance & payment bonds, and liquidated‑damage penalties for schedule overruns
