Description

The Naval Air Systems Command (NAVAIR) is seeking eligible business firms to develop and implement an Engineering Change Proposal (ECP) for the Advanced Arresting Gear (AAG) system. The ECP aims to provide a Ford Class capability to quickly and safely electronically isolate individual AAG hardware, enabling AAG maintenance and repair efforts while conducting fixed-wing flight operations or maintaining a Ready Alert posture. The contractor will be required to develop and field an alternative to force retrofit the fourth engine Energy Absorption Subsystem (EAS) on all Ford Class CVNs. Key responsibilities include: • Developing and implementing the ECP • Conducting Non-Recurring Engineering (NRE) activities, including analysis, design, prototyping, and integration testing • Developing and delivering updated technical data and drawings for the ECP • Providing sustainment support after the ECP's fielding • Demonstrating experience with Electrical Isolation System design, film and super capacitors, and capacitor string design • Establishing and maintaining a System Safety Program (SSP) in accordance with MIL-STD-882 • Performing and documenting a System Safety Hazard Analyses (SSHA) and Operating Support Hazard Analyses (O&SHA) The contractor should have the ability to utilize cell voltage monitoring to design the Energy Storage Capacitor Banks (ESCB) and capacitor string to required fault tolerances.

Budget estimate

$10,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate as the document does not provide a specific dollar amount. However, considering the scope of the project, which involves developing and implementing an ECP for the AAG system, and the fact that it is a non-recurring engineering (NRE) effort, the budget could be substantial. The estimated budget could be in the range of $10 million to $50 million, considering the complexity of the project and the requirements for the contractor to develop and field an alternative to force retrofit the fourth engine Energy Absorption Subsystem (EAS) on all Ford Class CVNs. The factors that may influence the likely payment range include the level of expertise and resources required to complete the project, the duration of the project, and the level of risk involved.
