The Army Contracting Command - Redstone Arsenal (ACCRSA) is seeking information from vendors for a Sources Sought Notice for Counter Surveillance and Reconnaissance (CSR) capabilities against space-based threats. The notice is looking for vendors that can provide terrestrial-based counter-surveillance reconnaissance systems, including design, experimentation, prototyping, production, training, and sustainment. The vendors must meet specific requirements, including having a facility that meets physical and technical security standards for SCI facilities and having employees with current Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI).
• The notice is looking for vendors that can provide a positive response to all four questions, including having the ability to produce terrestrial-based counter-surveillance reconnaissance prototypes, employing an Engineer, Program Manager, Logistical, and Security Officer with current TS clearance with SCI eligibility, having a facility that meets physical and technical security standards for SCI facilities, and being able to email on one of the following systems: JWICS, ASEP, or SIC.
• The vendors must submit their responses by 1200 Noon CST on 16 December 2025, and the responses are limited to 2 pages.
• The notice is not a proposal nor a bid, but rather a survey of industry to identify capable and interested vendors to respond to subsequent classified sources sought and requests for white papers.
