Rancho Potrero Prescribed Grazing Project

The Conejo Open Space Conservation Agency (COSCA) is seeking a contractor to design and implement a managed grazing program on a 50-acre section of Agency-managed open space in Thousand Oaks, California. The goal is to use prescribed livestock grazing as a restoration tool to remove accumulated annual-grass thatch and suppress non-native annual grasses, promoting native perennial bunchgrasses. The contractor will be responsible for preparing a site-specific Grazing Management Plan, installing and maintaining temporary confinement fencing, and providing daily containment checks. The project is expected to last for 9 months, with the initial thatch-reduction grazing phase taking place in the fall of 2026 and the second season prescribed grazing phase taking place in the spring of 2027. • The contractor will be required to track and record grazing operations, measure and document residual thatch, and submit brief reports after each grazing event. • The contractor will also be responsible for monitoring plant phenology and site response, and adjusting the prescription within the approved Plan. • The contractor must comply with all applicable federal, state, and local laws, permits, and COSCA rules, including animal-welfare requirements. • The contractor must provide proof of qualifications and experience related to the area of proposed services. • The contractor must submit a proposal that includes a cover letter, introduction, explanation of how the proposer will perform the work, tentative schedule, estimated hours, services and data needed, proposer's qualifications and background, and compensation.
