Description

The Atlantic County Utilities Authority (ACUA) is issuing an RFQ to identify qualified firms capable of financing, permitting, designing, constructing, operating, and maintaining a solid‑waste conversion facility at its Howard F. Haneman Environmental Park in Egg Harbor Township, NJ. The facility must process up to 1,000 tons per day of municipal solid waste and eligible streams (bulky, construction‑demolition, vegetative, biosolids) into energy or reusable resources, using technologies other than traditional mass‑burn incineration or land‑application. The selected proposer will enter a service agreement of up to 25 years, providing a per‑ton service fee, and must demonstrate at least 100 tpd capacity experience and one year of commercial operation. Key requirements include robust material‑sorting, odor control, compliance with NJDEP and federal regulations, and optional off‑grid capability. The RFQ closes December 9 2026; qualified respondents will be invited to a subsequent RFP. • Process up to 1,000 tpd of MSW and other streams • Must include advanced sorting, energy recovery (e.g., anaerobic digestion, pyrolysis, hydrothermal) • Excludes mass‑burn incineration and land‑application technologies • 25‑year service agreement with per‑ton fee structure • Requires financing, permitting, design, construction, operation, and O&M responsibilities • Minimum qualification: experience with ≥100 tpd facility and ≥1 yr commercial operation • Odor control, BACT compliance, and possible off‑grid operation are mandatory considerations.

Budget estimate

$10,000,000 – $30,000,000

The solicitation does not disclose a contract value. Based on the described scope—a 1,000‑ton‑per‑day facility with a 25‑year service agreement and a per‑ton service fee—annual revenues could range from roughly $10 million (assuming a modest $30/ton fee) to $30 million (assuming $90/ton). Over the full term, total contract value could be between $250 million and $750 million, depending on fee structure, financing terms, and ancillary revenue from by‑product sales. Factors influencing the budget include the negotiated per‑ton fee, financing arrangements, potential renewable energy credits, and any performance‑based incentives.
