Description

The City of Mountain View is seeking a qualified contractor to provide comprehensive traffic‑signal maintenance services city‑wide, including preventive, unscheduled, and emergency repairs, equipment replacement, and upgrades of traffic‑signal hardware and associated electrical work. The contract also covers the replacement of the NoTraffic video‑detection system on Grant Road, installation of Econolite 2070LX controllers, and provision of a web‑based maintenance tracking platform at no additional cost. The initial contract term is 23 months with options for up to four one‑year extensions. • Preventive maintenance for 92 intersections, 29 lighted crosswalks, and 39 radar‑speed‑feedback signs, plus all ancillary devices (RRFBs, in‑roadway warning lights, LED‑enhanced signs). • Unscheduled and 24 × 7 emergency response services, with response‑time guarantees (1 hr daytime, 2 hrs after‑hours). • Replacement of existing video‑detection equipment on Grant Road with the NoTraffic system and installation of five Econolite 2070LX controllers loaded with EOS software. • Requirement to maintain an on‑site inventory of spare parts, provide a cloud‑based maintenance logging system, and submit detailed monthly/quarterly/annual logs. • Mandatory licenses/insurance (CA C‑10 Electrical Contractor or A General Engineering, specified insurance minimums, and performance/bond requirements).

Budget estimate

$800,000 – $2,500,000

The RFP does not disclose a total contract value. Estimating based on typical city traffic‑signal maintenance rates (≈ $500–$800 per intersection for preventive work, plus additional fees for emergency response, equipment replacement, and labor), the 92 intersections, 29 crosswalks, and 39 radar signs alone could generate $1.0 M–$2.5 M over the 23‑month base term. Including the Grant Road equipment replacement (5 controllers, NoTraffic system) and optional extensions, a realistic earnings range is roughly $800 k to $2.5 M. Factors influencing the final amount include the contractor’s negotiated unit rates, mileage/parts cost structures, and any CPI‑based escalations.
