On-Call Materials Testing

The County of Stanislaus Public Works is seeking to establish an on‑call list of qualified material‑testing firms to provide field and laboratory testing services for a variety of construction projects, both federally and non‑federally funded. Interested firms must submit a Statement of Qualifications (SOQ) and a separate sealed fee schedule by the deadline. The selection committee will evaluate technical qualifications, relevant experience, and personnel credentials; price is not an evaluation factor, but fee schedules will be reviewed after ranking. Up to three firms may be awarded a three‑year on‑call contract (extendable to five years) with a combined not‑to‑exceed ceiling of $600,000, and a maximum award of $199,000 per firm. The work includes testing of aggregates, soils, concrete, asphalt, pavement analysis, and related QA/QC activities, all performed under the County’s Quality Assurance Program and California licensing requirements. • Provide on‑call field testing (e.g., compaction, density, R‑value) and laboratory analysis for construction materials. • Perform pavement core sampling, test reporting, and certification for compliance with specifications. • Maintain a qualified staff led by a licensed civil/geotechnical engineer, adhere to Caltrans/County QA standards, and submit detailed fee schedules and certifications.
