Description

The City of Porterville is seeking qualified nonprofit organizations to propose use of Permanent Local Housing Allocation (PLHA) funds for projects that benefit individuals or families experiencing homelessness. The PLHA program provides funding for eligible activities such as operating costs for emergency shelters, navigation centers, and supportive/case management services for permanent supportive housing programs. The City is looking for proposals that demonstrate institutional, managerial, and financial capability to plan, manage, and complete the program. The proposal should include a project narrative, estimated spending plan and revenue summary, and diversity and multicultural competency information. The City reserves the right to reject any or all proposals and to waive any formalities or irregularities in the proposal or evaluation process. • The available funding for Year 4 is $176,304.00, $73,460.00, and $29,384.00 for different categories. • The available funding for Year 5 is $135,130.80, $56,304.50, and $22,521.80 for different categories. • The proposal should be submitted in PDF format electronically to the City of Porterville via the Public Purchase website or via email to [email protected]. • The City will review and evaluate each qualification and proposal submission based on criteria such as understanding of the project and scope of services, experience, and proposed budget and fee structure.

Budget estimate

$100,000 – $500,000

The total available funding for this opportunity is approximately $493,105.10 for Year 4 and Year 5 combined. However, the exact budget for the selected proposal will depend on the specific project and budget proposed by the applicant. A reasonable estimate for the budget range could be between $100,000 and $500,000, considering the available funding and the potential scope of the project. The factors that may influence the likely payment range include the number of households served, the type of services provided, and the administrative costs associated with the project.
