The County of Loudoun, Virginia is seeking a qualified General Contractor to design‑build a 3.5‑mile widening of U.S. Route 15 from Battlefield Parkway to Montresor Road, converting the existing two‑lane roadway to a four‑lane divided highway with associated infrastructure improvements.
• Scope includes earthwork, drainage, erosion control, temporary traffic control, demolition, paving, signage, lighting, guardrails, and bridge construction.
• Adds a 16‑ft regional trail and a 10‑ft shared‑use path, a signalized Continuous Green “T” intersection, a two‑lane hybrid roundabout, and a new two‑span steel‑plate‑girder bridge over Limestone Branch.
• Requires utility relocation (Dominion Energy, Verizon, NOVEC, etc.), night work allowances, and compliance with a Project Labor Agreement.
• Minimum contractor qualifications: VDOT pre‑qualification, Class A Virginia contractor license, $20 M+ past project references, bonding capability, prevailing‑wage compliance.
